The Skills for Youth Employment (SkYE) programme was recently launched in St. Vincent and the Grenadines. This programme is operational in St. Vincent and the Grenadines, St. Lucia, Grenada and Dominica from March 2019. SkYE will deliver certified technical, vocational education and training (TVET) to over 6000 youths aged 15-30, to improve their employability in sectors where there is evident demand for skilled workers. These include established sectors such as hospitality and construction, as well as emerging labour markets. The National Qualifications Department invites suitably qualified persons with the relevant qualifications and experience to be trained as assessors and verifiers to meet the the demands of this and other programmes.

The YATE programme, under the HDSD project will commence on February 25, 2019 in the four Technical Institutes.  The following persons selected for these programmes are asked to report to the respective Institutes on Monday February 25th at 4pm. The SSDA/ National Qualifications Department hosted its first TVET Symposium on Thursday November 29, 2018 at the Methodist Church Hall under the theme, “Strengthening Economic Sustainability through a trained and certified workforce – opportunities and challenges.”

The symposium brought together a range of TVET stakeholders, including senior public servants as well as representatives from the private sector and students. The audience benefitted from remarks from the Minister of Education, the Honourable St. Clair Prince as well as the Director of the National Qualifications Department, Mr. Kenroy Questelles. Presentations were made by SEO-Programmes and Training, Mrs. Nicola Sparks-Browne, who sought to debunk the myth that TVET is for persons with only brawn and no brains, while SEO-Assessment and Quality Assurance, Mrs. Eslyn Thomas, emphasized the development of a robust Quality Assurance system to ensure public confidence in the certification process. Mr. Osborne Bowens, Dean at the SVGCC, Division of Technical and Vocational Education addressed the gathering on TVET and Higher Education, where he gleaned from Article 4 of the IMF report that there is a Labour Market Skills mismatch, which needs to be addressed. Industry presentations were made by Mr. O.T Mayers of Finishing and Furnishing, who spoke about the financial benefits of having a blue collar (TVET) job. Mr. Stanley Harris of VINLEC spoke about employers’ expectations of TVET graduates. The symposium culminated with a panel discussion that saw panelists: Mr. Kenroy Questelles, Mr. Dwight Lewis, Mr. Stanley Harris and Mr. Osborne Bowens discussing the opportunities and challenges associated with TVET, while the Moderator Ms. Marla Nanton ensured that the tone and pace were set. The audience also shared in the discussion with pertinent questions and comments. The SSDA/NQD wishes to thank all stakeholders for making the TVET symposium a success.

 

The Sector Skills Development Agency/National Qualifications Department officially launched this website on November 21st at the Frenches House. The main objective of developing the website is to increase access to TVET information and training and certification in St. Vincent and the Grenadines.  Mr. Kenroy Questelles, Director NQD brought remarks to the gathering and the site was declared officially open by the Permanent Secretary in the Ministry of Education, Mrs. Morine Williams. The event attracted representation from various stakeholder groups to include, the Board, The Ministry of Education, the Technical Institutes and the General Public.

Highlights from Website Launch

 

One hundred and forty-four (144) young adults received their Caribbean Vocational Qualification (CVQ) in Technical Vocational Education and Training (TVET) on Thursday, 11th October, 2018 and are now better equipped to access employment.

In addressing the opening ceremony; Minister of Education, Hon. St. Clair ‘Jimmy’ Prince, stated that the CVQ certification is an initiative under the Another Nexus in Education and Workforce Development (ANEW) programme. This programme, Minister Prince explained, “continues to facilitate access to training in the technical areas for youths and adults who are at risk, vulnerable and marginalized... We recognize that there are a number of young adults between the ages 17- 45 who have dropped out from the formal education system without achieving minimum levels of certification and who are therefore at a disadvantage with regard to employability. This programme meets them where they are and seeks to lift them to a level of skills and competence where they can go forward.”

The Minister of Education noted that the government is placing emphasis on TVET and has introduced CVQ at the four Technical Institutes and has upgraded labs in some secondary schools to  facilitate TVET training. Additionally, Minister Prince highlighted the role of the Caribbean Development Bank (CDB) in funding major civil works, equipment/tools, furniture, supplies and curriculum support materials for Technical Institutes at Kingstown, Campden Park, Barrouallie, Georgetown, the Bequia Community High School and the Division of Technical and Vocational Education. He said they have also received resources from the World Bank that will go directly towards improving TVET in secondary schools.”

According to Minister Prince, the secondary schools TVET programme will include courses in Building Technology, Construction, Technical Drawing, Electrical Installation, Electronics, Food and Nutrition, IT and Visual Arts. He said "I am proud to say that combined, all 26 secondary schools cater for all general and technical proficiency subjects offered by CXC”. He stressed that the “Government aims to provide all persons of this state with opportunities appropriate to their development needs!” In light of this, Minister Prince called for “all citizens to see TVET in a different light so that we can remove the stigma which has unfortunately lessened the appeal of this pathway to development”.

Minister Prince mentioned a graduation ceremony he attended earlier this week where “some 92 young people who were trained for five weeks by the Division of Technical and Vocational Education at the SVGCC. Those at risk persons were trained in the areas of Refrigeration, Electrical Installation, Plumbing and Hospitality. It was funded by the private sector group, the Mustique Charitable Foundation.”

He congratulated and urged the batch of CVQ certificate holders to allow their training to make a “significant difference in your lives, but it ought not to be the end of training but the beginning of a journey towards self- fulfillment.” He encouraged them to seek other avenues for training and development and put your new- found skills to good use. The Minister of Education expressed thanks to the CDB for “partnering with the Government in making this programme possible; also for providing financial support for the trainees during their year of training.”

The awardees were drawn from the Kingstown, Georgetown, Campden Park and Barrouallie Technical Institutes. They accepted their certificates at a ceremony held at the New Testament Church of God, Wilson Hill, Kingstown.

The SSDA/NQD hosted a presentation ceremony on Tuesday 10th April 2018, beginning at 9.30am at New Testament Church Wilson Hill, Kingstown. A number of youths from the four Technical Institutes received their Caribbean Vocational Qualification (CVQ) Awards in eleven programmes areas. A number of Teachers and Industry Experts were also presented with certificates as part of the Assessor Training Programme.


 

Canadian High Commissioner to Barbados and the OECS, Her Excellency Marie Legault presented two awards of recognition to Dwight Lewis, Ministry of Education St Vincent & the Grenadines, for the partnership between St Vincent & the Grenadines Community College and the University of Guelph-Kemptville Campus; and for the pre-technology partnership between The Sector Skills Development Agency and College of the Rookies.
